Meletzke was educated at the Jackson College for Women at Tufts University, receiving a B.A. in History in 1962. Meletzke joined the United States Department of the Navy as a management intern and then progressed through a number of operations and management positions, rising to become the director of the Navy's office of civilian personnel management. She was then promoted to Deputy Assistant Secretary of the Navy (Civilian Personnel Policy/Equal Employment Opportunity). In that position, she was responsible for investigating allegations of sexual harassment in the United States Navy, an issue that took on increased prominence in the wake of the Tailhook scandal. During her time as Deputy Assistant Secretary of the Navy (Civilian Personnel Policy/Equal Employment Opportunity),she served as acting Assistant Secretary of the Navy (Manpower and Reserve Affairs) from January 1993 until November 1993.
